How do I take control of a computer that is, or isn’t a part of my network?

Alright, I’m pretty new to this “hacking” stuff and I need help with something…
I want to know how I can get access to another person’s computer that is either on my network, or not on my network. When I say “get access” I mean I want to see on my screen what they see on my screen what they see on theirs. I also want to be able to use my mouse and keyboard to control the functions of their computer.
